Seen this advert yesterday with a cover of Homeward Bound.

I think this has been discussed before but has Paul made a conscious effort to allow his music to be used in advertising? Is it for money?

I've read that about 10 years ago - the whole marketing with Paul Simon songs outside of Europe is not in Pauls hands. I think Sony has(had) them.

We really can not expect that Paul decides about every single use of his songs. Most of the time the local publishing company does, the artist does not know anything - and most of the time their decisions are just stupid. (remember the musical in Sweden which Warner Sweden stopped...and a few weeks later Paul said he would have allowed it if he would have known...)
