 | Sorry, but that somehow makes no sense to me, and there is not enough information. Normaly the songwriter get´s paid, if someone sings his tune at a concert or at a pub.
And - I am pretty sure that Paul Simon does not know anything about this case, and is not involved.
My guess: Maybe in Lettland they do not pay any songwriter fees, and thats why Universal said they are not allowed to sing the songs. |

 | That´s how it works here in Australia Bodo. I played in Bands for 6 years and solo acoustic pub gigs at the same time and beyond(8 years)and never once encountered this problem. Every establishment that has live entertainment pays yearly to insure that their acts are covered,no matter what music is performed. It may be different in performances of a larger scale, for example,a stage play that prominently uses a songwriters songs and tickets are sold on that basis. However, writing an angry letter to a songwriter would be pointless and unfair,as the policing of his catalogue would be undertaken by the publishing company, not the writer themselves. |

 | Okay, here is the real story how it went, as it turns out and as Bodo already said Paul had nothing to do with it.

 | In Germany the company who has to be paid is named "GEMA".
They are regular visitors of any music paid at any place even only for one day which gets known official, and there are no places unofficial, because other organizations (medical care, fire department etc. etc. work with them).
It´s logical, because Nobody would bear the risk of accidents.
More interesting would be the portion paid to whom and the cost for administration etc. |
