Is this an audience or soundboard recording? Either way,it will be fairly accurate,as at the shows I saw,Artie´s vocal was definitely under-mixed. Still,I find it hard to believe his mic would be turned off all together.

Not sure about the recording but I´d agree that Art´s vocals were under mixed in the New Zealand concerts. I was actually quite impressed with the Tokyo 10 July concert recording. Artie´s mike sounded better mixed than I recalled at the New Zealand concerts.

I don´t think it has anything to do with the mike. When Art sings his solo parts you hear him good. I think the higher voice Art uses to blend with Paul is just not so strong as it used to be. And that is perfect understandable, with age the high voice looses more than the low voice. Paul´s high voice is also more vulnerable these days.
They perform in huge halls, I suspect Art has to spread out the strength of his voice during the concert.
